Does buyer of of residential property usually pay for oil left in home heating tank? Is buyer required to pay for oil left in tank?

As with any real estate transaction, all things are negotiable

A full fuel oil tank is probably as valuable as a brand new stove or refridgerator.  The seller may state in a counter offer that they would like to be compensated for the full tank.  You could always refuse as there is no requirement for you to purchase the oil. 

Keep in mind though that it is just as easy for a fuel oil company to pump the oil back out as it is for them to put it in.  You may think you’re getting a full tank and discover on the walk through that you’ll probably have to buy five gallons after closing to keep the heater running.
