You should be able to refinance your mortgage assuming you fit the criteria for underwriting guidelines and that your new rate will provide enough savings for the mortgage to be completed. Below is the link to the FHA Press Release about their Streamline Refinance Programs:

If you have further questions on the FHA streamline program and on lender paid closing costs, please let me know. Anyone with an FHA loan closed by April 2009 with a rate higher than 4.25% can benefit from HUD waiving almost all fees, with no appraisal needed either! Ted Rood 314-740-0004
