Cash out mortgage qualification

I am 61, have income from pension, self employment and part time job at Apple Store (+ in 9 months I will get social security). Have never missed or been late on any payment in the past 25 yrs. My credit score is about 745 since I have about $60k in credit card debt. I have high car payments but not upside down. Currently paying less than 3% interest on my present FannieMay VR mortgage. If I could get a 30 yr 90% cash out refinance to pay off credit cards all of the income to debt ratios would look good. My credit score would probably go back over 800 again. But PNC won’t qualify me. Plus they won’t do a 90% cash out. Where can I go?
