Can you have a HARP loan for a second mortgage?

I know of no lender that will allow a HARP loan to be subordinate to a HELOC or other second mortgage. Getting a HARP loan involves paying off a Fannie/Freddie eligible first lien that was written by 5/31/2009. If an existing second mortgage or HELOC is in place, it can be retained when doing a HARP loan by subordinating it, but that does require the second lender’s consent.
